4. Komponen
bagi aktiviti non-observed economy ialah
i.
Aktiviti underground;
ii.
Aktiviti tidak sah;
iii.
Aktiviti
informal;
iv.
Aktiviti yang dijalankan bagi kegunaan isi rumah
sendiri
5. Objektif
survei:
i. Mendapatkan
profil guna tenaga dalam sektor informal dan pekerjaan informal berdasarkan ciri-ciri
demografi, sosial dan ekonomi;
ii. Mendapatkan
anggaran pekerja sektor informal di Malaysia yang merupakan input utama bagi
mengukur sumbangan sektor informal kepada KDNK melalui Labour Input Method

Definisi
1. During
its 15th ICLS, Hussmanns (2004) defined the informal sector enterprises on the
basis of the following criteria:
1.1. private unincorporated enterprise, i.e.
enterprises owned by individuals or households that are not constituted as
separate legal entities independently of their owners, and for which no
complete accounts are available that would permit a financial separation of the
production activities of the enterprises from the other activities of its
owners;
1.2. all or at least one goods or services produced
are meant for sales or barter transaction;
1.3.
their size in terms of employment is below a
certain threshold to be determined according to national circumstances, and/or
not registered under specific form of national legislation, and/or their
employees are not registered;
1.4. involved in non-agricultural activities,
including secondary non-agricultural activities of enterprises in the
agricultural sector
2. Sektor
informal meliputi pertubuhan informal yang memenuhi kriteria seperti berikut:
2.1. Semua atau
sekurang-kurangnya satu barangan atau perkhidmatan yang
dikeluarkan adalah untuk jualan atau
transaksi barter; dan
2.2. Pertubuhan yang tidak
berdaftar dengan Suruhanjaya Syarikat Malaysia (SSM) atau mana-mana badan
professional, termasuk Pihak Berkuasa Tempatan (PBT);
2.3. Saiz
pekerja kurang daripada 10 orang dan tidak berdaftar di bawah perundangan yang
ditetapkan. Cut-off 10 orang pekerja dibuat berdasarkan Akta Pembangunan Sumber Manusia 2001
yang memberikan kebenaran kepada majikan yang mempunyai pekerja kurang daripada
10 orang selama tiga bulan berturut-turut untuk membatalkan pendaftarannya
dengan perbadanan dan dikecualikan daripada dikenakan levi.
